On July 21st 2022, the Portuguese Parliament approved the new legal regime for foreigners, which aims to change the entry, stay, exit and removal of foreigners in national territory.

Among other measures aimed to simplify the granting of visas, it should be noted that the granting of short-stay, residence, and temporary stay visas to nationals of a State where the agreement of the Community of Portuguese Language Countries (CPLP) is in force will no longer depend on the prior opinion of the Foreigners and Borders Service (SEF).

It should also be noted that the quota regime for residence visas for subordinate work has been eliminated.

With these changes, the Government intends to establish procedures to attract regulated and integrated immigration for the development of the country, as well as to change the way public administration relates with immigrants, so as to guarantee their better integration in Portugal.

As a result, the Government wants to move forward with the creation of a limited duration permit which will allow immigrants to legally enter Portugal. Thus, this new regime aims to approve and simplify the granting of the following visas:

  • Visa for job search;
  • Visa for residence and temporary stay for citizens of a State where the CPLP Agreement is in force; and
  • Visa for remote work.

We draw attention to the fact that it is not yet in force and depends on the ratification by the President of the Republic.
