The President of the Portuguese Republic, Marcelo Rebelo de Sousa, enacted a new law on February 11, 2025, benefiting citizens of the Community of Portuguese-Speaking Countries (CPLP), including Brazilians.
This new law aims to simplify the process of obtaining a residence permit in Portugal.
With this measure, those entering the country as tourists will be able to apply for a residence permit without the prior need for a job-seeking visa.
The new legislation also introduces other significant changes:
- A new format for the CPLP certificate: The CPLP certificate, previously issued on an A4 paper document, will now be a card, aligning with European Union standards. This change will facilitate mobility within the Schengen Area, allowing document holders to travel more easily between European countries.
- Extended validity period: The residence permit will now be valid for two years instead of just one, providing greater stability for immigrants and reducing the bureaucracy associated with renewal.
Despite its enactment, the effective implementation of the law still depends on regulatory measures.
Issues such as the required document list, the application submission process, and the locations for biometric data collection are yet to be defined.
Currently, the portal of the Agency for Integration, Migration, and Asylum (AIMA), where the residence application under the new law should be submitted, is not yet operational for this purpose.
